Pack 749 Advancement Policies
The following is a summary of our current pack advancement and awards policies:


The Advancement-Year
Scouts participate in the program designed for their grade level and age:

Tiger Cub Scouts - first grade
Wolf Cub Scouts - second grade
Bear Cub Scouts - third grade
Webelos Scouts - fourth & fifth grade

All requirements for advancement and awards must be completed within the appropriate advancement-year, which begins on June 1st and ends on May 31st of the following year.  Scouts may not use work done prior to the beginning of the advancement-year to satisfy requirements.

Please note that Pack 749's graduation ceremony is held at the pack meeting in April, but for the purpose of working on advancement and awards the new advancement-year does not begin until June 1st.  For example, a Wolf Cub Scout has until June 1st to earn as many gold and silver arrow points as he can, and then he should begin working on his Bear requirements.

Also note that the advacement-year is different than the program-year which runs from September through August. The difference allows Scouts to apply their Cub Camp and Webelos Camp acheivements toward the appropriate level of advancement.

Requirements
Scouts are expected to meet the requirements for all advancement and awards exactly as they are stated—no more and no less. If a requirement says "show" or "demonstrate," that is what must be done. Just telling about it isn't enough. The same thing holds true for such words as "make," "list," "draw," "present," "participate," "in the field," "collect," "identify," "label," "at a pack or den meeting," etc.

The words "be active" shall be interpreted to mean at least 70% participation in the meetings and activities of your den and the pack. Special circumstances should be discussed with your den leader, the pack advancement chair, or the Cubmaster.

Service Projects
One service project cannot be used to satisfy the service project requirements for more than one award. Scouts must participate in a different service project for each award that has a service project requirement.

Advancement Reports & Presentation of Awards
The deadline for den leaders to submit their den advancement reports to the pack advancement chair is midnight on Sunday before each pack meeting.  Den leaders should submit all of the awards for their den to ensure that they are recorded at the pack level.  Den leaders should not purchase any awards!  Awards that are submitted on time will be purchased by the advancement chair and presented at the pack meeting the following Thursday. Late submissions will be presented the following month.

Tiger Cub, Wolf, and Bear badges of rank are presented during a special ceremony at the Blue & Gold Banquet each February.  The Bobcat badge is presented at the pack meeting after it is earned.  Second-year Webelos Scouts are also presented with the Webelos Badge and Arrow of Light Award at the pack meeting after it is earned, so that they may have an opportunity to wear these awards on their Webelos uniform before crossing over into Boy Scouts.

Scouts that have not met their pack dues, fundraising, or buyout obligations are not eligible to receive awards until those obligations are met. Dues and fundraising policies are determined by the pack committee at the beginning of each program-year.

Award Purchases
The pack pays for most awards, including all of the awards officially offered through the Boy Scouts of America and our council.  The pack also buys patches for Scouts that participate in the following activities: Pinewood Derby, Blue & Gold Banquet, Scout Sunday, Scouting for Food, Cub World Overnighter, bake sales and other service projects, etc.

The pack generally does not pay for special awards offered by third-party organizations or religious emblems.

In some cases, the pack may agree to pay for certain third-party awards.  For example, the pack buys the Webelos Super Achiever patch for a Webelos Scout that earns all 20 activity badges; The pack also purchases the youth religious emblems square knot recognition patch for Scouts that do not receive one with their religious emblem; And in past years the pack has agreed to purchase United States Heritage Awards as part of a pack sponsored program to specifically work on that award.

The Friends of Scouting (FOS) pay for all badges of rank [patches] earned in Circle Ten Council! The pack provides a pocket certificate and parents' pin for each badge of rank earned.

The Cub Scout Academics and Sports Program
Cub Scout Pack 749 has the established the following policies regarding the belt loops and pins earned through the Cub Scout Academics and Sports Program:

Parents and den leaders are responsible for verifying that the requirements for a belt loop or pin have been met during the advancement-year.

The Archery and BB-Gun Shooting belt loops and pins can only be earned by participating in those activities at the following council-sponsored camps: CUBE, Cub Camp, Cub World Adventure/Recruiter Day, Webelos Woods, Spring Camporee, Webelos Camp, and the Dad & Lad or Mom & Me Campouts.

Scouts may earn each belt loop or pin more than once, but the pack encourages boys to try earning other belt loops and pins rather than repeating the same ones. Be aware of the following pack-specific policies regarding duplicate belt loops and pins:

The pack advancement chair will only record the most recent date a belt loop or pin was earned in the pack advancement records.

The first time a belt loop or pin is earned the Scout will receive the belt loop or pin.  When a Scout earns a belt loop or pin for the second or subsequent time he will be recognized for the accomplishment at the next pack meeting, but another belt loop or pin will not be awarded.

All Webelos Scouts that earn a belt loop or pin for the first time will receive a pocket certificate along with the belt loop or pin. When a Webelos Scout earns a belt loop or pin that he previously earned as a Cub Scout, he will only receive a pocket certificate. The pocket certificate shows he earned the belt loop or pin as a Weblos Scout, which means he can use it to satisfy certain Webelos activity badge requirements.
